You can place groundbait (chum/burley) in that circle and "hand cast" it in the area you are fishing. It is not very accurate and probably only good for fishing the European waterways ATM (Groundbait having little to no effect in the North America waterways, I believe).

Used (mainly) for feeder, bottom and carp fishing. Go to the shop and select the Groundbait and Additives tab and buy a cheap (or one suitable for the fish you are after - read the descriptions) bag of feeder (boilies & method are for carp fishing). Go to a waterway and find a place to fish. From the Inventory select the icon of a fish pictured on a bag (fourth from the bottom) and then the mixture ball icon (at the end of rod numbers). Select the feeder mix you recently brought and drag (double click or controller equivalent button) over to Bases add component, add half of the mix (you could also another feeder type if you wanted). You could add some Aromas and/or particles if you wanted. Select Empty Recipe and choose a name for the mix (bream mix test) and then select Mixing. Now select you feeder/bottom rod setup and the fish bag icon, select you mixture and place in circle next to the feeder. Go fishing. Experiment and see what works (and what doesn't). Mixtures have a limited shelf life (24 hours game time, I think) and are thrown away when leaving a waterway, so don't go making loads of the stuff :) (i.e. start of with small batches).
