Pressing E won't start boat motor most of the time

I am using the DLC boat with the rod holders.

 

When I press 'e' to enter boat I am in the driver's seat. I press 'e' to start the engine and most of the time the boat engine does not start. When I say most of the time I mean I have been able to start the engine 2 times successfully when I failed to start 50 times. I was ready to start trying competitions using boats but I am not going to use a trolling motor to move too different spots. 

 

I have tried:

-changing the keybind from 'e'

-trying a secondary key for activating

-trying to use a controller

-using steam to validate local files (no issues found)

-restarting game, steam and computer

 

I have started a support ticket and am waiting for a reply.

 

Before posting here I tried a google and fishing planet forum search to see what others have done.

I play for myself on XBox , but i Google a bit.

This is what i found at reddit , may be it helps.

Make sure hints are turned on #1, and maybe even tutorial slides for the time being.

You need to turn towards the boat motor and then E should turn it on or you may need to pull the starter cord to make it turn on. Turn back around and W will allow you to speed up and down."
