"You cannot clip up with an open spool" What does this mean?

Hello,
I'm playing version 05.02.
When I tried to use a clip up, I received a message I've never seen before. What does "Open Spool" mean? Could you also explain how to use the clip up?

The fishing reel's bail arm is still open, this is a new feature (open spool) brought in with the ocean update. You should be able to wind the reel handle once to engage the bail arm then clip your line if need be. 

You clip the line when you want to cast the same distance (or to the same area) multiple times (only works on Match, Feeder and bottom setups - think you press the L1 and R1 buttons (the bumper buttons?) at the same time to engage/disengage the clip - this may have changed).
