Monster Fish in Congo

Recently updated Version (26 June, 2024) on PSN (PS5)

Going after the Mighty M'Benga in the Congo.  Please look at screen shots.  I am using the best gear for level 80, but I still get a "The fish is too strong.  Please upgrade your tackle".  I do not understand how my tackle is not strong enough.  Is the monster fish suppose to be like this the first time?  Is this by design?  Can you not catch this fish the first time?  I heard you can before all the recent updates.

Buddy I'm still wondering why It won't even register when I equip the stupid duck lure, I tried on multiple poles and it won't even let me see the Mbenga yet until I " Equip Duck Lure "
