I’m level 3 I just started 2 days ago and I tired to buy a lure with all of the starting things they give you (rods reels line hooks etc) but when I tired to buy any freshwater lure I could only find shiners. Can someone please help me figure out why lures aren’t showing up.

Note: Shops at waterways only have a limited selection of tackle and are normally more expensive than when you're at home (the view of the world when you select the Map tab.

To use a lure you'll need to purchase a spinning rod, a spinning reel, fishing line, (maybe a fluoro leader if available yet) and then attach the lure. Take note of the spinning rods Line Weight values (lets say it's something like 1 - 3 kg) - also take note of the rods Lure Weight range. Then search for a Spinning reel with a Max Drag value as close to the rods higher line weight value as possible (3 kg), then you'll need to find Line that has a Test value as close as you can get to the reels Max Drag (at a low level you may need to spend 1 or 2 baitcoins and get Fluoro fishng line (2.7 kg) - (with Fluoro line you shouldn't need a Leader), then you'll need to get (some lures) that don't exceed the rods Lure Weight range (a good lure to try would be a Narrowspoon 7g (1/4 oz) 1/0 - the Barbless Ammolite (purple) Narrowspoon 1/0 is worth the baitcoins (barbless hooks will give you an increase in XP.

An example would be: 

Spinning Rod - level 3 Valuespin 190 - $1250    

Spin Reel - level 8 CrucianHunter 3000 - $3710

Line - level 3 Fluoro line - 1 or 2 baitcoins (*only recommend using baitcoins for when first starting out, after that saving then up)  

Lure - (Lures->Barbless Spoons) level 3 Barbless Ammolite Narrow Spoon 1/0 (purple coloured) - 3 baitcoins (buy 1 to get 5 lures).

The above spinning setup should be good enough for use up to Emerald Lake (level 8), higher level lakes will require stronger tackle.

You'll need to also get yourself a Tacklebox (level 5 Easy Go for starters then a level 16 Handy afterwards - you want to increase the amount of Tackle you can carry), a Waist coat (either a level 3 Camo or level 8 Comfort Camper) and a Rod Case - HobbyGear (so you can carry more than 1 rod).

Your Keepnet/Stringer is how you make money (more fish = more money), at lower levels you may find Stringers can hold more and bigger fish than a Keepnet and is more durable, at higher levels you'll want to use Keepnets. Keepnets allow you to release fish you've already caught (upgrade your catch), while Stringers kill the fish, you'll need to go to the next day (5 a.m) or Leave the waterway to sell your fish. Try to stay at a waterway for long enough to at least make the money you spent getting there back. 

Always buy an Advanced Licence for a waterway (1 day), a Basic licence has too many conditions attached and is not worth it. (Buying a Unlimited Advanced Licence for Lone Star is a option - as long as you've got a light fishing setup, keepnet and appropriate baits/lures you'll have somewhere to fish - recent changes to the game may have made this advice redundant)

Apart from the initial outlay regarding baitcoins, save them up for things like markers, more home storage expansion or maybe if you really like a waterway the Advanced Unlimited licence.  Maybe on some of the baitcoin only lures or hooks (i.e. barbless versions), but not on things like bait, fishing line, rods or reels as these will become available at a later level.

Then you'd probably have to go with the normal ammolite narrow spoon 1/0's (under Spoons) and use mono line instead which will leave you vulnerable to getting bitten off by small pickerel, you'll have to make sure to use a low drag setting on the reel also.

NP, maybe you could use the same rod (the lvl 3 ValueSpin 190) and go with the (lvl 2) CallistoXSR 1000 and the (lvl 4) Mono line (500m 1640 ft), but as I stated earlier you could get the lure bitten off by the Pickerel (with such light tackle).

You're basically trying to match (from strongest -> weakest) the rods Line Weight value to the reels Drag value and the reels Drag value to the lines Test value. Then if something goes pear-shaped the line should break first (say if you should get spooled), if things start flashing red (bottom right of screen) when you have a fish on the most likely cause will be the drag setting is too high.
