Shareable DLCs or account specific

I purchased the Amazon Carnival Pack on my main Xbox account(yes this account is set as my home console on my Xbox One)back at the end of 2021 to the beginning of 2022 now I’ve since made a secondary account but when I try to access some of the features of the DLC on my secondary account it’s not there. So are DLC/Add ons  account specific or are they able to be game shared amongst accounts on a console similar to anything else?

The DLC is tied to the account you activated it on, you cannot share or move the DLC to another account (or platform). This is normal (as far as I'm aware) for all DLC purchases.
