Question RE licenses that comes with DLC

Morning guys , I was wondering about the licenses that comes with DLC packs. Does it work like pond passes that also unlocks the specified lake if you don't have it unlocked yet for the duration of the license ? Or is it only the license and you must have the lake unlocked already to fish the lake. My friend want to buy one of the bass DLC's and it comes with a 7 day Florida license , but he is lvl 12 and don't have Florida unlocked so he doesn't want to waste the money on the DLC now and waste the license if he can't fish there.

It's unlocking the lake. Therefore if you purchase DLC for Alaska... you can just go there and level up quickly with superb gear plus License.

Thing to note: it still require you to pay for journey/daily fishing (although most/all DLCs come up with some $$)

Shouldn't the description in the DLC details then say " pond pass " instead of "license" ?
